Congress is back this week from its December holiday recess, with foreign policy issues at the top of the agenda following the U.S. military action in Venezuela. Congressional briefings from the Trump administration will likely dominate the week’s news, but Congress will soon need to pivot to appropriations matters with the current federal funding due to expire in early February. The expiration of health care subsidies under the Affordable Care Act, which led to last fall’s protracted federal government shutdown, will also be raised by House Democrats, who may have the requisite votes to force House Speaker Mike Johnson to bring a bill to a vote on the House floor.
