Maryland’s Permitting Council Announces Pilot Projects

August 11, 2025

Maryland Governor Wes Moore (D) signed Executive Order 01.01.2024.39 to strengthen the state’s economic climate and competitiveness by attracting businesses. The executive order established the Maryland Coordinated Permitting Review Council to “facilitate interagency coordination and efficient processing of approvals required to advance priority infrastructure and place-based projects” at the state level. This will include new online permitting applications and coordinated working groups on approved projects.

The council recently announced the six pilot projects to receive a coordinated interagency review and approval process. These projects include the mixed-use redevelopment of Pimlico racetrack, the 2,100-acre development of a data center in Frederick, and the commercial/industrial redevelopment of the former Bainbridge Naval Training Center.

Moore’s executive order recognizes that procurement of a permit through a predictable, efficient and transparent process is fundamental and essential for commercial real estate development in supporting economic growth.
