The House and Senate are in recess this week in observance of Rosh Hashanah and are not scheduled to return until Monday, Sept. 29.
Before leaving town, the House passed a short-term funding measure known as a continuing resolution (CR) aimed at keeping the government funded at current levels through Nov. 21. The House CR is intended to give House and Senate appropriators more time to strike a deal on fiscal year 2026 federal spending.
The House vote was mostly along party lines, with a 217-212 vote, Republicans the former and Democrats the latter. Two Republicans – Reps. Victoria Spartz (R-IN) and Thomas Massie (R-KY) – voted against the measure, while one Democrat – Rep. Jared Golden (D-ME) – voted in favor.
Senate Democrats opposed the House measure, which caused the Senate to fall short of the 60 votes needed to break a filibuster. The Senate vote on the House measure was 44-48. A competing Democratic proposal also failed to clear the 60-vote threshold, with a vote of 47-45 along party lines. Seven Republican senators were absent from voting on Friday.
The federal fiscal year 2025 will end on Sept. 30, and Congress risks a partial government shutdown if a funding measure is not agreed upon and signed by President Donald Trump before that deadline.
