Tracy Allen is vice president, director of client relations for ECS (Engineering Consulting Services) located in Chantilly, Virginia. Founded in 1988, Engineering Consulting Services (ECS) is a leader in geotechnical, environmental, construction materials, and facilities engineering. With over 1,400 employees, ECS has grown to more than 50 offices and testing facilities spread across the Mid-Atlantic, Southern, and Midwestern states. Tracy has been a member of NAIOP since 2000. She serves as a faculty member of the NAIOP Center for Education and has been a member of the Trends in Real Estate Development II National Forum since 2011.

Frank serves as a Principal and CEO of Capital Associates, located in Raleigh, NC. He joined Capital Associates in 1986 after moving from Dallas Texas. Prior to his role as CEO, Frank was a Development Partner with Capital Associates developing a number of projects throughout the Triangle. In Dallas, Frank served as Vice President of Development with Southland Financial Corporation for the Las Colinas Development. In his 40-year carrier, Frank has developed over 30 projects ranging in size from a small warehouse to the 1.2 million square foot Towers at Williams Square mixed-use project in Las Colinas. As CEO Frank has implemented a successful business strategy of brokerage, management and development revenue sources for Capital Associates. In 1978, Frank graduated from the University of Texas at Austin and later received an MBA from the University of Dallas. He served on NAIOP’s Environment and Infrastructure Subcommittee and has been a member of the Office Development II Forum since 1999.

A NAIOP member since 2007, Bilijack is on the Georgia Chapter’s NAIOP Board serving as Governmental Affairs Committee chair. He is a former member of the E.CON, ICON Impact Projects Advisory, and Project of the Year committees. Bilijack is the current chair of the Business Park Development Forum and a former member of the Young Professionals II Forum.

Lex is Executive Director, Real Estate Investments for the Southeast region with USAA Real Estate Company. He is responsible for the region's involvement in acquisitions, development, build-to-suits, joint ventures, and capital transactions which also includes senior and mezzanine debt, and preferred equity financing structures. Lex oversees all aspects of the deal process including sourcing transactions, market and property underwriting, due diligence, venture structuring, and closing across a variety of strategies with multiple capital sources. Additional responsibilities include supporting the initiatives of other company departments, working cohesively with the investment management team to develop transaction strategy, and advocating and presenting transactions to investment committee. Lex is a former member of the Board of Directors and served as the Developing Leaders representative on the Executive Committee. He is a past member of the National Forums Advisory committee. Lex has been a member of the Deal and Investment Concepts Forum since its inception in 2011 and served as its chair.
