He holds an MBA in business analytics from George Washington University.

Toby Burke is the associate vice president of state and local affairs for NAIOP Corporate in Washington, D.C. In this capacity, he serves as a resource for NAIOP chapters in developing and executing legislative strategies on policies initiatives within the states. He also serves as a liaison between NAIOP Corporate and chapters on our federal priorities. Prior to joining NAIOP, he served as a special assistant to the president in the White House Office of Intergovernmental Affairs, where he served as President George W. Bush’s liaison with mayors, local officials, state attorneys general and the U.S. Territories. In this capacity, he educated public officials, their offices and national organizations on the president’s initiatives and priorities.

Timothy Jemal has over 30 years of experience as an entrepreneur, nonprofit leader, CEO, spokesperson and public policy expert on local, state, federal and international issues. He was hired in June 2020 as the first-ever CEO of NAIOP SoCal, the leading nonprofit association representing commercial real estate in the critical Southern California market. Jemal has led and advised dozens of nonprofit organizations and CEOs throughout his career, often serving as a mentor to them. He has launched and led both U.S. domestic and international nonprofit and for-profit organizations and serves as an executive coach for rising leaders. In November 2012, Jemal was elected trustee of the South Orange County Community College District. He has served as president of the board of trustees for seven of his twelve years on the board.

Eric Schmutz, NAIOP’s Senior Director of Federal Affairs, has nearly 30 years of experience working in Washington, D.C., in political campaigns as well as both the legislative and executive branches of the federal government. His work encompasses various aspects, including federal tax policy, environmental regulations, and financial services issues. Schmutz is a native Kansan, a graduate of Kansas State University, and holds an MBA from the University of Maryland. He lives in Alexandria, Virginia with his wife Betsy, daughter Eleanor, son Henry, and the family dog Otis.

Marc Selvitelli is the President and Chief Executive Officer of NAIOP, the Commercial Real Estate Development Association. He is responsible for leading the professional team in collaboration with the board of directors to fulfill the organization’s strategic goals. Selvitelli joined NAIOP’s staff in 2006 as vice president for membership and chapter relations and later served as chief operating officer.
Marc is passionate about fostering an organization of innovation and collaboration that will propel NAIOP, its chapters and members into the future. Under his leadership, 21,000+ members in 54 chapters across North America come together to strengthen the commercial real estate industry and the built environment.
He possesses more than 30 years of association management experience and has filled several roles with associations in the real estate, construction and financial services industries. His experience includes roles in government affairs, strategic planning, affiliate relations, and membership development.
Marc received a Bachelor of Arts degree in political science from the Pennsylvania State University. He is active member of the American Society of Association Executives (ASAE) and is a certified association executive (CAE). Outside of NAIOP, you are likely to find Marc on an airplane or at a ballpark as he combines his love of travel with the goal of attending a game at every major and minor league stadium.

Aquiles Suarez is the Senior Vice President for Government Affairs for NAIOP, the Commercial Real Estate Development Association, where he oversees the association’s advocacy efforts at the federal, state, and local level, and manages the association’s political action committee, NAIOP-PAC. Aquiles joined NAIOP in 2007 as the head of its government affairs office. Prior to joining NAIOP, he held a number of positions in the executive and legislative branches of government, serving on the White House Domestic Policy Council, senior counsel on the Financial Services Committee of the House of Representatives, and at the Department of Housing and Urban Development.
Aquiles received his law degree from Columbia University Law School, and his undergraduate degree in government from Georgetown University.

Celeste Tanner co-founded Confluent Development with Marshall Burton in 2014, creating a new perspective on development within the industry. With more than 20 years of experience in development and real estate, Tanner currently serves as Chief Development Officer of Confluent, where she oversees the organization’s diverse development platform of senior living, multifamily, office, industrial, and retail development, representing a current cumulative development pipeline in excess of $400 million. Tanner was previously Director of Real Estate Development for Opus Development Company and led the real estate project team for the Denver office of Opus. In her career she has played a key role in the ground-up development of more than 5 million square feet of commercial and multifamily space, and has represented the industry both locally and nationally through her leadership in organizations such as NAIOP.
